Ran the upper and lower Big Quilcene yesterday for our first time. The level was 390 on the gauge found on this site which seemed like a great level but we were in a raft so don't know how this would correlate to kayakers. There were eddies present above all the drops but some were very small. We were able to run everything with three portages due to wood. There is still wood above Casserly's but it is an easy portage on river right. There are also the two big logjams that I think were there on the last trip report about halfway down the upper part. Everything else seemed good to go. It was easy to stop above the logjams though and the portages were not bad. Was definitely an amazing river with unbelievable scenery. At the flows we had everything seemed really clean. Casserly's was a super fun and clean drop. Will try to post some footage when I get it edited. Also ran Duckabush falls and the gorge below the falls which was one of the burlier drops I have run and worth doing if you are in the area. Hope this helps as this was a spectacular run in the OP and well worth the effort.
We took out at the ranger hole trail and put in when we first saw the river after the ranger cabin. I think the ranger hole trail was 0.8miles to the road. Think the water was pretty high which caused the falls to be so burly. There was a river wide log jam right above the falls that we were able to make it around on the right with the raft, but you definitely want to pull over and take a look.
We did not know exactly where the upper ended and the lower started on the big Q as it did not seem like there were a lot of rapids after we came out of the gorge but the rapids towards the end seemed good to go at that level.
There is about a mile of easy white water then you come to a pinch, with a rock in the middle, cave on the right, then about of continuous rapids for a bit before it levels out again.
Everything on the lower was good to go as I remember and we kinda boat scouted most of the stuff when we got out of the main gorge. I remember really liking some of the lower rapids as it let up a bit and they didn't feel as consequential. We didn't have any issues sqeezing the raft through the lower part of the run so should be good at that level for kayaking. I was planning to get all the rapids on helmet cam but my 8gb memory card went on the fritz and said it was full after about 2 gb of video. Since this happened I only got the first half of the upper on video when the gopro started reading full. Otherwise I could have sent you the footage if we would have got the lower. Guess I wont be buying the cheapest memory cards anymore. Hope this helps. That upper section was definitely one of the more committing runs I have been on!
