I'd say the lowest you'd want to be there is about 350-400 cfs. the third to last ledge will probably be the best at these lower flows. At 500+ a ledge just upstream of a little hut on river right is nice and has great eddy service. I haven't been there above 700cfs, but i'm sure there is lots fun play. just be cautious of wood!
Bigwater might know a thing or two about Goldsborough Creek as well...
I live real close to Goldsborough Creek and it is a neat little place. It is always changing wood while its running, most flushes out pretty quickly through the weirs, accumulating down stream out of the goods, and as Matt said there is some bad wood(LWD) cabled in place throughout the mid/lower section of weirs to be mindful of. The Creek comes to life with a little water with a lot of small ledges and some great surf/play waves in the lower section. As more water comes in the run all connects together as one long big rapid with few eddies to catch 1000cfs+. If you need more beta feel free to ask, I stop down there each week. Take it easy
