So we have reached agreement on the Sultan. Details here:

I had high hopes of more days but with all the interests at the table it was a challenge and I think in the end we came out with an agreement that will serve us well. Big improvement over where we were 8 years ago when I started this whole thing--I remember that first phone call and the answer I got that whitewater recreation would never be provided. We have arrived at a place where the utility embraces it as a legitimate use.

There will be additional opportunity to refine the plan as we move forward and we will be meeting next month to being the conversation on implementation so drop me a line if you have any feedback.

Thanks for your work on this Tom. 
 
I'm cool with just a few days a year.  The key is to hopefully have them during the drier and longer days of the year, preferrably with 1,000cfs or more.  That would be ideal.

somewhat.... in my opinion this is still not really a major  victory, it is a bit of throwing the old dog a bone.  Great job getting to this stage, I am stoked...however, it is just the first step, not a major victory.   Great job though guys.

I still say lets act like it is a major victory, since it's movement in the right direction which is rare. Thanks TOM and American Whitewater!

It's a huge positive step forward and sets precedence for regulation in the future. 

Thanks Tom for the efforts and resources and time you invested in seeing this through.  I know you were not alone though and appreciate those who worked with you on this time consuming issue. 
 
2011 seems like a long way off, but the wait will be worth it.  Hopefully that trail to the put-in gets a make-over.

Tom, thank you so much for all your hard work. Those of us who regularly boat the Sky drainage owe you SO much for all this.

For those of you who didn't get a chance to read the AW link, here is an excerpt, which answers Mike's question about trail access and also indicates there might be more than the minimum 4 releases a year:

"5) Some provisions for access at the diversion dam will be provided along with an improved trail to the put-in below Culmback Dam. In addition real-time data on reservoir elevation, improved forecasting, and better communication between the utility and boaters will allow individuals to more effectively take advantage of opportunities that will be provided during accretion flows (during big rain events), spills, and project maintenance periods."
