The upper parking lot is now full of equipment and materials and they are actively working so while the gates were open I don't think they'd be to keen on people walking through.   They have also posted a sign at the Tokul bridge stating "no river access beyond" and added more "no parking" signs along the road from Tokul to the top.

Yeah, its planned to be closed until 2013 when a new put-in will be opened. AW posted about it a couple months back:

I was just up there last week.
 
Cant park at the upper lot anymore. But, you can paddle up river from the lower takeout parking and hike boat on the river left side all the way up to the falls. It makes for a great workout and some attainment practice.
 
The powerhouse is not very fun at higher water though, lower flows offer more play and surfing practice.

Guess my letter didn't sway them.  As a fall back I imagine you could still drop your boats off at the take out just up from the bridge - park somewhere below it and then walk\paddle your way up to the beginning of the run.  I assume that's still legit and they haven't closed the river.

Yes the parking access to powerhouse if closed. As far as running the SF  with beginners--it is a great beginner run but there seems to be more wood than usual when I ran it this week All of it is easy to avoid, but  I don't know if I'd want to be chasing multiple swimmers at the wrong time.

Thanks for the heads up on the SF - might take some beginners there in the coming week or two.
 
The powerhouse for me is all about the super hot summer days when nothing else is running and surfing a couple waves with friends wish'n we had a ww park.
