i donno, it looked from the pictures that it is pretty flat water at the slalom course.
 i just moved to renton though and would like to get familiar with the cedar at different flows, hunting for that "after-work surf wave" that is going to rinse me of my office stench

Hey Devin, I just moved to the area and have only been over at the course one time at 1200 cfs. I'm not really in any kind of shape at the moment, but even at 1200, I couldn't attain up the course -- so if you are looking to do workouts where you don't have to get out of your boat -- this won't be the place at 2000+. I've been thinking about going in search of attaining spots on the Snoqualamie if you want to meet up sometime. . . I hear that it's likely you can attain up the Powerhouse section. You have a slalom and/or wildwater boat?

By nature of slalom, at any river level the course can be made as challenging (class V type moves) or as easy as you like.  There are almost endless gate combinations.

Yo NVC there are a few different spots with park and surf access but they are hard to find unless you run the whole river and know the roads well... oh and who's land you can walk on and who's you can't. The levels have to be pretty high for just about all the waves to be any good. At lower levels there are a few places for squirt boating though.

Yes, unfortunately the Cedar Race appears to be cancelled for the weekend. 
 
From the League...
 
"I'm sad to report that for the first time in history, we have to cancel
the Cedar River Race due to too much water.  Record March water levels,
a full reservoir, and a lot of rain in the forecast is predicted to keep
the river running at 2,500 cfs or more.  There's just too much coming in
(still snowmelt from Taylor Creek) and no room to store it to control
flows for us this weekend."

I paddle the Cedar Slalom course all the time at different levels for excersize. The more warer the more catch on the fly surf waves. Still good excersize. .
