Just FYI , This was not on the cooper. The man that made it out stated that they put on the Cle Elum river starting at the Cooper Bridge. Bad Reporting.

Of course bad judgement too if your getting on a river with no PFD. Of course I have seen hundreds of hooligans on the same stretch of river with no PFDs and I never pulled over to give them a safety talk. This is one of those common party stretches...
